So where exactly did Veressa say she sees the Blood and High Elves as one?

I don’t think her partaking in the Purge Of Dalaran was an emotional knee-jerk reaction to losing her husband honestly. When you speak to her during the questline, she even says that she has waited for a long time to get rid of the Sunreavers but couldn’t because Rhonin had believed in the neutrality of the Kirin Tor. So really, she has had it out for the Blood Elves for quite some time.

Veressa most certainly did not let go of her hatred of the Horde or her grief for her lost husband in Legion.

During the Insurection campaign in Suramar she says this line to Horde players who speak to her:

For the record, I counseled against trusting any Horde in this campaign. I have lost a husband and a King to the treachery of the Horde. I see no reason to trust you now or ever.

And when the Alliance gets the quest where they travel to Argus, Veressa makes this remark about the Horde when taking the boat from Stormwind:

We will soon see if the Horde heeds Velen’s call. Those savages lack any sense of honor, but they do know how to fight.

If by that you mean, the Blood Elves returning to the Alliance then yes you are most definitely right as she says this in the Three Sisters comic.

Say it word for word? No. But she heavily implies it.

She first accepts and is close with her cousin, Zendarin Windrunner; who chooses to associate himself as a blood elf. This shows that originally she didn’t have a problem with the idea, which is contrary to what many believe.

This shows us she doesn’t see them as a different people. She seems them as one race and the same, and even sympathised with them at some points.

You’re right, she was still mad in Legion, but something we see is it is based on Horde leadership, not on them being blood elves.

Legion quest:

Previously she explained the reason she didn’t want the Horde in Dalaran was her lack of trust in them. She, like Alleria, still had strong enmity to them because the windrunners had been one of the most notable families that were hit hardest in the Second War. It isn’t because they are blood elves. The blood elves in Dalaran are just the most notable Horde race there and became a faction for the Horde representation.

The purging, and honestly the writing of her in the game at this time, was badly based on being purely antagonistic to propel the blood elf story, but we will leave that aside.

Vereesa originally didn’t want the Sunreavers dead, she just didn’t want Horde influence allowed in Dalaran. The Purge was her grief at losing Rhonin, and it is even said her and her troops took advantage of the situation to cause unnecessary harm. That is an emotional response, not tactical.
