I would buy it early if it goes on sale sometime in the next few months but I cannot find any definitive evidence suggesting if there will be a sale anytime soon.
No one here will know the blues find out same time we do.

probably won’t go on sale since it is a game coming out not a game already out.

I don’t think Blizzard or brick and mortar stores have ever offered pre-release sales for WoW, ever.
Some may have a discount coupon independently from the WoW products however.
I know other games do with Early Access games coming out to full release for example at Steam, but Blizz doesn’t do something similar.

Blues would not know what the marketing and sales folks have planned. I have never seen a new expansion go on sale before release though. It is usually months after release before a sale happens.
If, for some reason, you bought the game and hours later they put it on sale, they will usually let you refund and purchase again at the sale price. That is very very time sensitive though. Buying it days or longer before sale is not something they can assist with.

Doubt it will be soon, since technically the game does not even have a release date yet. Imagine the uproar if the game that was on preorder since Blizzcon goes on sale before then? Since we don’t even know a release date, your fellow players can’t even speculate on a Black Friday or Cyber Monday deal yet.

Technically there was an uproar when DF went on sale shortly after launch and also had other freebies with it too, but that concerns post-launch window and not prelaunch.
So if you want the most out of it OP, you could play the waiting game until Blizz throws more on top of it with a discount too but by then most of us will have progressed into TWIW content.

Isn’t it on sale already? I purchased it a few months ago. And I think you can purchase it now at its current sale price.

I would not expect a discounted price for TWW until a bit before the holiday season.
