Penalizing frequent leavers is common in team-based games. Seems intuitive that Blizz should keep pursuing this. Many games also have a report feature for leaving or non-participation.
A report system is worthless.

They don’t need your help to get the information they have already been shown to be able to get.
Leaving once is not against the ToS. Therefore a report system would be reporting someone for something not against the rules.
Depends when they leave. If they leave after 3 wipes before first boss, hell no. If they leave before the first pack, sure, go nuts.
I’d imagine so but it’s likely only if people go completely out of their way to deserve it.

Because your groups frequently fall apart and leave doesnt mean THEY are frequent leavers. Could be their first and only leave for the day/week.

Everyone should be free to leave if the timer isn’t going to be made, and the group wasn’t posted as a “completion” so I wouldn’t hold your breath!
You can definitely tell if a group is certain to fail on the 1st pull sometimes. If like several people don’t kick or know mechanics on the very first pull, it would be a good idea to gtfo there, and that is fine.
Especially as you climb in key progression, knowledge of mechanics should improve and tolerance for mistakes should be lower due to the stringent natures of the timers.
Run your key and chose your mates accordingly.
If it’s their first and only leave, then the ban waves won’t affect them. Only frequent leavers get banned.

Leaving or non-participation is a reportable offense in many games, but usually not subject to penalty unless the offense is frequent.
I think it should be added to the ToS, given that there’s already action being done against accounts for it. Maybe also some more details on what they consider frequent leavers.
A leaver ban for people leaving failed runs and not griefing as the devs described is not the W you think it would be. Pugging would get much more difficult as people tighten up their group requirements and stop pugging altogether. Not meta? Not a 2300 trying to do a 8? Good luck. Why risk a ban or being stuck in a hellhole run wiping on a boss?
There weren’t “M+ leaver” bans in the first place. There were griefer bans. So I would not expect to see more “M+ leaver” bans.
I’m okay with would-be leavers creating their own groups with their own standards, rather than joining pugs and bricking the keys after a wipe.

What youre failing to understand is just because you’re experiencing multiple leavers in groups of complete randoms doesnt make them frequent leavers. Therefor this thread is moot

Blizzard has already shown they dont need your help since they have access to this information.
Leaving a single group is not reportable. Should never be.
