Well assuming it worked like the Night Elf hair vines does, there’d be some sort of color drop down selection for the tentacles, so I guess that qualifies as customizable? But also like the Night Elf vines, it’s a set arrangement for each specific hairstyle. We don’t get to move the vines around into different configs, so I would imagine that the hypothetical tentacle toggle would work the same way.

Actually they aren’t part of the hairstyles at all. Talendrion took a look at them in one of his model editing tools. They can be “removed/hidden” without issue. See for yourself:
