I don’t know who got carried and who didn’t, but would never fault people for buying a raid carry for a time-exclusive mount award or title.
You can be a very skilled player (at PvP or any other content) by the way, and not raid.
There isn’t any irony. There is pve gear and pvp gear.
If I get pve gear then I should be able to use it in any form of game mode even pve and daily questing. I should be punished for playing the game because bad players want to feel good for having “world” gear.

What expansion did you get heroic level gear from world content?
There has to be a trade off. If you want to solo to group raid loot then you are going to have to spend a lot of time grinding.

Doesn’t most gold come from solo quests?
For myself, for the world spinner mount in Pandaria it took a concerted effort of my alts to get enough gold to make it. Near the end of BfA my 2nd elemental shaman (draenei) created the jeweled onyx panther and the other four panthers on his own with plenty of change left over. All from solo content.
TL/DR: WoW throws gold at players now no matter what they do so why wouldn’t they just allow solo players to earn raid lvl gear for solo content, eventually?

You forgot 7/10 mythic 
After the endgame content and just before the new expansion there’s no reason for us not to have it. Also, everyone starting a new expansion with roughly equal gear lvl would probably make for a better game.
