It was never updated with cataclysm. The entire city is basically smoke and mirrors. Most of the buildings are basically 2D and have no roof.
Wait until Midnight’s release, it should be updated then, because that expansion is marketed as a return to quel’thalas.
Edit to add: They tried to connect it to the eastern kingdoms map for cataclysm but it was proving to be too difficult and they didn’t have a lot of time, so they opted not to. If you can make your way around the invisible walls above stratholme somehow you can see their attempt.

I think it’s because it’s an instanced zone and was not maintained alongside the development of the rest of the outerworld
From my understanding, making the zone suitable for flying would require the same effort as just giving the entire zone a refresh. Too much risk, very little return.

the reason for quel danas is that there it no true 3d models there its that perspective tricks they do to make it 3d

It wasn’t worth it to them, up to this point. I think it’s pretty well predicted by most that Midnight will bring some sort of remake of this area.

This is probably the most accurate answer. They’d have to go in and clean up the area to make it possible. It’s probably a mess.

It’s an instanced zone, that is why I think.
its is there is a video on this but the space goat area was ready to fly in but was hold back due to unfair on one zone got the treatment but the other did not and other things

Based on quest markers I’m pretty sure Silvermoon is actually somewhere in Outland.

It is. Azuremyst, Bloodmyst, Eversong, and Quel’danas are all on the outland map. There was a picture from forever ago that had the view distance artificially turned wayyy up and they were visible in the distance.

Quel’thalas and the Draenei islands are not part of the respective Kalimdor and EK Maps.
And as has been pointed out above, Silvermoon is a 2D environment that is not compatible with flying.
However, it is getting updated in Midnight.

They’re revamping it in Midnight. Just gotta wait.
Because they’d have to rebuild everything from scratch. It’s basically a bunch of flat shapes that built it.
Go up there on a DH and jump around on top of Silvermoon.
what back this up is that with the sunwell area we had you can use the darkmoon fair cannon at the highest point and launch to the blood elf area
I will be surprised if they touch the old versions.
I think they’re just going to build new zones onto the back of EPL and Strat, leaving the portals to the old zones intact for leveling.

I’ve never felt the need to fly in either of these zones. But the Maw…
