Why isn't there a tanking spec?

Is it literally because they don’t want another class that has 4 specs? If so you’ve been breaking a bunch of other “rules” why not break this one?

This game can always use another tanking spec

Might as well, they made hunter class full R-tard with a melee spec. Nobody will admit it but it sucked even more balancing and dev attention away from the other 2 specs.
