it works on some keys but not when bound to 1-0
Probably you have something else key bound to either 1-0 or shift+1-0.

It’s this.
Shift+1 through 6 is bound to action page under action bar in key bindings by default. Removing these binds should fix your issue.

I always use [mod:alt] for anything that is 1~0. I believe [mod:ctrl] works for 7~0. I only use [mod:shift] for anything that is on the action bars 3 to 6.
