Why is the portrait background always blue?

I remember the background behind your character’s portrait being black but it’s always blue now for some reason, for both you and your target.

Is this a Mandela Effect or something? Was it always blue?

I’ve tried reloading the screen, relogging, etc. but nothing fixes it.

its a bug since prepatch

Ok cool. Hopefully it will be fixed when Cata launches.
