It’s been locked since pre-patch, for no reason. There’s 12k players compared to realms with 30k. There’s 13 realms with higher pop that AREN’T locked. I can transfer to Whitemane with 23,000 pop, but not Sulf with 12k pop. Make it make sense.
Friends can’t create characters still. Can’t move alts here still. Nothing. It’s slowly just dying and isn’t capable of having new players so low lvl content is completely dead.
I understand keeping Faerlina and Benediction, aka mega servers locked. But sulfuras was only locked because it was gaining momentum and blizzard was afraid of it turning into a mega server.
At this point it’s very unlikely that would happen because most players have settled at this phase in the expansion, most people have guilds and friends formed already.
The majority of transfers would come from medium or low population servers.
Honestly, I’m expecting some locks to drop after Ulduar rush.
A lot of people are coming back. As per usual, activity spikes with every patch for the first month or two.
Ironically enough, Blizzard was called incompetent for (somehow…?) not able to keep servers “healthy”, but the second they do, they are getting called out again. They can’t win.

Nah, they just did a halfass job. All they did was lock a few servers at the peak of the game activity and never revisited the issue, even after queues had long since passed.
Queues are gone only because people have slowed down on Wrath. I’d imagine a good chunk of players login, raid for a few weeks and quit until next one. In the same manner as retail works for past decade.
So I’m expecting a lot of these people to come back and for queues to make a shiny return as well. This is why servers are still locked.
I’m sure if activity will NOT spike, then Blizzard will unlock them shortly after.
A bunch of those players aren’t coming back for good. I don’t think Ulduar is the draw people say it is. There’s the Fresh tourists who are gone for DF or onto the next private server until they get burned out again. There’s those who quit because the locks prevented them from playing with their friends. There’s gonna be those who can’t clear Ulduar heroic and rage quit just like they did in Tier 5.
Ultimately, Blizzard does not deserve the benefit of the doubt when it comes to bad maintenance of Classic. You’d be wiser to assume that them not unlocking Sulfuras is due to sheer incompetence rather than foresight. Their record thus far has been an absolute travesty.
The Classic community is the red headed stepchild of WoW. Blizzard puts less than minimal effort into Classic, I wouldn’t set your expectations higher than the floor.
