Character transfers etc on sale, when purchased, it is discounted but a tax was applied whereas previous full-price versions did not require a tax to be paid.
Means new laws have gone into effect since the last time you made a purchade like this.
Blizzard is simply cillecting the tax required by state or Provence law

Correct, taxes are applied as required by local governments and that can change as new laws are enacted.

If you happen to be Canadian like me, there’s a new federal tax that seems to apply now for us.

I new online tax programs and/or rates went into effect as of July 1st in several places.
