I am starting to wonder if death somehow makes every entity there lose logic or something. Maybe logic is a thing of order?
Then again If i lived in azeroth I would probably join the legion after hearing about the “remake reality stuff”
So I think the logic is more of a fel thing.
Considering Watchers have the ability to peer into a person’s memories as part of deciding if its their time, if you gave them a list of qualifiers for various after lives, they would probably be capable of avoiding scenarios as bad as this and be capable sorting people albeit inefficiently.
My suspicion is no one is willing (or able) to operate the anima gates like the Arbiter can. Oribos seems to of gotten its anima by the Arbiter taking a small tithe from the souls as she judged them, and without her doing so even the eternal city is running low on power despite all the souls streaming through it. She very much seems like the primary control AI of the entire shadowlands system, with no built in backup.
