I have been in a zone with someone else, I’ve been in a zone with my own party and yet /who sometimes only pulls up myself. Sometimes it even gives me zero results, not even myself.
Phasing, is my best guess?
no, /who broke back in 9.0 and its never gotten fixed.
its possible some part of your UI is screwed up either by an addon or corrupt game file, if scan and repair tool doesnt work from the launcher try following the guide here:

Why do some of you link this? Resetting your interface does jack all in some instances.
But let me expand, /who sometimes gives no results or myself only, even when I am using no or very minimal addons, like when I roam around looking for TLPD I will use 2 addons, sit in a party of 5 up on the mountain and /who? Nah, tells me I am alone.
I even reinstalled my game some time during 9.0, I deleted the entire WoW folder and went completely fresh, still doesn’t work and neither does resetting your UI because your UI has almost nothing to do with some function of this game.

I can confirm it’s kinda weird. Had my friend in my phase, would show 50 people in Korthia but not them.
results cap at 50 and we have no idea how it reports them. so if he was #51 to be enumerated he wouldn’t show up

It broke looooong before 9.0. I remember that crap not functioning correctly in WoD.

/who is definitely broken, and has been for some time now. It seems like people on my friendlists go missing in a /who list more often than not. It happens even with all addons disabled.
They added CRZ and never updated the code for /who to work with it.
Some dev probably has it on his Rally sprint board but forgot all about it . . .
I don’t think that’s it, because even on RP servers without CRZ in non-current zones, /who still doesn’t work. If I do a /who (my guild name) on one of my characters, it only brings up her even though six people are online and there’s no phasing in non-current content.
It’s not a client side issue. All this suggestion does is waste people’s time without fixing the problem because it was never on their end in the first place.
Seems to be that it only shows who’s on your realm or the connected realms. Yeah, they seem to be on same server you’re on, but that’s cause Blizz mixes multiple realms in one battle group.
