Why are you just focused on that? Why aren’t you questioning why she has any humanoid features at all like lips and ears and a nose? Why two eyes instead of one or seven? Why two arms with fingers and opposable thumbs? Seems a bit suspect I think.

This is probably the actual answer, given the rather distinctive look.
But everything in the Azeroth cosmos tends to look suspiciously humanish.
Even metal robots created by the progenitors to care for the planet then cursed by eldritch abominations to get squishy. It’s probably a rule of magic or something.
Probably has something do with the fact SHE is a FEMALE character.
They (Blizzard) went out of their way to design her “hair” to go down to cover the “nipples”.
Someone, or a team, spent actual time and energy designing elemental breasts and placed “hair” to cover where nipples would be.
Again, if you are troubled by this, why are you not also troubled by her other unnecessary humanoid features?
I think the question is “Why does she look like a human?”
Because I’m gunna be honest. Most FEMALE things don’t have perpetually swollen modified sweat glands on their chest. Display feature or not.

This is purely speculation on my part.
But i suspect that it comes around Therazane Theme and in what her model got inspired, in the sense that her model got inspired around the Venus of Willendorf statuet and similar other figures that denote fertility goddeses…
This would make sense as her theme are linked to Earth[such as the statue is made of stone] and deeply tied to the idea of Motherhood and Fertility [As she is the mother of all earth elementals and indirectly to some races like the Centaurs].
And many of those statues have very accentuated features around Breasts, Hips and bellies.
Teeth: maybe they can “eat” things?
Eyes: sure, they could have more than two, but two works too and makes sense to have eyes.
Nose: sure, why not? Does it need to be humanoid? Of course not.
Arms: could have more than two, could have none, but nothing wrong with two.
Fingers: gripping things and spells?

You left out lips and ears. Why does living stone need any of those things period let alone in a way that specifically is human like in appearance and yet your focus is solely on the fact she also has breasts. Curious, no?
Some artistic designer, maybe even Alex, was morbidly impressed by prehistoric “Venus” figurines like Venus of Willendorf, figurines we really know nothing about their significance to their creators. They thought the grossly obese female figure would be a great basis for monsters. So we see that a lot, just one example of recycled artwork in the game.
If they were as intentionally accentuated, I would have asked as well.
I suspect such beings take on forms that are designed to allow for communication with whatever being they are facing. Basically, our expectations create a feedback loop with the elemental who then takes on a “humanoid” form. Probably similar as to why dragons have mortal forms. That is the game context reason.
Otherwise, it is a device to keep the mostly male gamers engaged with something familiar rather than say a large rock chastising us.
Because she wants them.
They are clearly accentuated especially the ears and nose and fingers which are needlessly human like on a being made of stone but you didn’t mention them cause you were obviously going for some kinda gotcha moment. Better luck next time.
