Why does sub rogue always have a one shot/cheese build available to them?

I have a rogue buddy (he’s very fried) who only plays arena to 1 shot people. Right now he has a build where he is hitting 403k with 1 secret technique with no externals. Secret technique is getting 30% nerf but this isn’t enough given there are other damage sources happening within 1 second and possible externals from partners (summer, dark arch, skyfury etc.)

Will this class ever not have access to a cheese build?

Never - the streamers love playing it and they have privileges because they promote the game on twitch.
