I think they could shorten RSS Q a bit if they would allow same speccs in Lobby.
I dont know why i cant play together/against another Ele Sham as Ele Sham.

It was instant queues for DPS earlier today. They really need to give healers more incentives though.
But I would begrudge the Rogues to play against each other all the time!
If they lightened up on the spec stacking penalty which is clearly a thing, It would dramatically increase que speeds I would wager.
However it would make for far more miserable lobbies more than likely.

I think healers are the rate-limiting step.
When healer queues are instant and DPS are waiting 30 minutes, the system is desperate for healers. It has plenty of DPS to choose from to get a variety of specs for each game.
The main issue is the availability of healers.
That is the main issue yes, but the spec stacking is another issue on top that makes it even worse.
You can see this by queing on specs that next to nobody plays (enhance, affliction, frost dk, outlaw ect) vs queing on a spec like arms warrior, unholy dk, ect.
People generally play healers so they can heal their friends aka people they like. Why would a healer want to play a mode that punishes healers and puts you in a lobby with apes that you don’t know and half of whom have an attitude problem if you can’t keep them alive through 80% dampening. Hopefully RSS ques are 40 - 50 minutes by Summer.

If you made this change, I guess you’d make sure those unpopular DPS specs don’t have shorter queues than the popular specs. I doubt it would noticeably lower overall queue times.
For example, let’s say 1 DPS gets to skip the line while 9 other DPS wait. If you don’t let that 1 DPS skip anymore and make them wait in line like everyone else, it’s not like the wait time has shortened all that much.
