The honor version of badge is haste. Crit is a tough choice. Since it is nerfed in pvp, it is essentially giving half value to the stat on the trinket. I would rather play badge on mage since most of my damage is in my cds, and I am not good enough to recognize the proc and burst on it.
PVP gearing is great compared to other expansions but badge needs secondary options or just be haste like insignia.
Good question. Crafters can make a 639 ilev one and I wish we could select the secondary on it (or insignia).

Even if conquest badge was haste you’d still play Insignia.
Do you pvp? You lose out on a good amount of main stat and stam bonus for not having pvp trinkets.
Most pve trinkets are nerfed by 50% anyhow in pvp.

Crit = burst, therefore on the on-use trinket
Haste = sustain, therefore on the proc trinket
The “thinking process” is that the honor badge having haste nerfs it
and then when you buy the conquest one, you get the “real thing”
Sadly, they nerfed crits to 175% in DF and then to 150% in TWW devaluing crit so much in PVP gearing, that only very few specs use it
But it still has uses. I have a full crit/mastery build on my MM hunter f.e.:

where every single gear piece is crit/mastery with 0 versatility for one-shotting flag carries on blitz flag maps because this gives me 42% crit baseline, 10% more with the mag’har on-use racial, 10% more with unerring vision talent, and kill shot has 20% extra crit chance baseline, so during trueshot black arrow has 82% crit chance and 200% crit damage due to the insanely high amount of crit and the talent that gives you crit damage based on crit chance (as opposed to 150% for normal abilities) so you can pretty consistently crit 3-4 black arrows for 1.6-1.8M, each of which leaves 2 bleeds - 35% from razor fragments and about 30% from master marksman
