That’s the issue though, the dracthyr ARE dragons. They were created by the dragons and thus have a lot of same abilities dragons do. Why does this bother you so much? OBVIOUSLY a magic race of dragonids can shapeshift… you need to read up on your lore

About dragons, there’s many mythology in which dragons can shapeshift into human form.
Now I’m no specialist on mythology, but it’s common in European and Asian books, WoW implanted it in game and it’s all good.
It might comes from what as human we do, anthropomorphism that we apply on many things, even in a video game.
To attribute human characteristic on an object is something we do even without being aware of it most of the time.
Just the fact that we talk about a WoW character is a kind of anthropomorphism, i.e.:
I don’t post using a female Draenei, even if she look like a women with all the characteristic, voice, face, able to give birth to a child, … all of this isn’t the true face of what it is in reality, here we talk about pixels, computer modeling, voice actor.
Now about the Dracthyr able to shapeshift into human form.
We got mythology from many places around the world which stated that it’s “possible” (maybe it did really happens, I just don’t have any evidence ).
We got a specie which could be described by a scientific classification, let’s take it easy and simply say that Dracthyr are in the Eukaryote reign (like us, human) but their evolution is closer from reptiles.
This way the Dracthyrs have males, females and can replenish their specie (would be an oviparous reproductive method here)
For the artists, as well than the fans, to transpose human characteristic on a dragon, beef (tauren), green wild pig (orc), fox (vulpera), is something that our brain accept because we can link several emotions, thoughts, this is where RP gamers can extrapolate on a pathos or a psyche, or where ever the imagination can lead.
See? This is proof that you are going out of your way to argue with me. I made a point that was factually true, you acknowledged that I was correct in it, I even backed up my same point again and then you said that you believe I did not mean to say what I said.

As I understand it, there are no options for a Tauren form, even though their a hodge-podge amalgam of all the extant mortal races at the time of War of the Ancients trilogy.

If we’re being perfectly honest, I think the reason is that Blizzard is hoping that Visage form will quell the obvious complaint that, if Dracthyr are SO humanoid, then why can’t they wear armor? If Worgen and Tauren can wear armor, Blizzard can certainly allow the Dracthyr to wear armor.
Personally, I think not wearing armor and having a Visage form would be fine, if their actual True forms looked WAY more dragon-like. But if they’re going to look like literal lizard-people, then the only reason they couldn’t wear armor would be laziness.
Delete visage form and add feral form.
Quadruped dragon just like the dragon flight, and add another spec that has them going into melee with claws and teeth attacks.
Shrink them down smaller than sandstone drake and call it young dragon so it does not clutter up raid scene.

What makes your human form useful? Why not just have your character be a green cube with the exact dimensions of your hitbox? Why do you need to look like a human or have gear?
That makes no sense. Humans are humans because they’re humans.
Dracthyr are Dracthyr. As the OP said, they’re already humoid sized and bipedal. There are already freaky monster people in the factions. Why do they need a visage form at all? Why would they even want one? IT MAKES NO SENSE.
From a cannon lore sense, it was to avoid persecution. Now they just do it out of habit and to hold on to old traditions.
