They ARE, however, part Humanoid, so just as Worgen can be Human as a secondary form, that’s why Dracthyr can do it to.

But Dracthyr are Blizzard’s way of giving players playable dragons, admitted during the Dragonflight announcement. I know what you mean, but honestly it shouldn’t really need a reason beyond “these are playable dragons, so they get mortal disguises too since you can’t be ‘true’ dragons”.
Stop thinking about them as “playable Dragons” though.
That’s where you get into trouble.
They are Hybrids, not like what the Aspects are.

They have a Wing Buffet. You can still macro/add-on it to yell when casting for that extra flavor.

I’d swear that I saw a snippet from an interview about how you don’t “choose” your visage until after they’re reawakened or some shiz. Kinda like how Worgen don’t have access to their human form for a while.
So I’m assuming that they’re sealed away and then later encounter humans and blood elves.
Because their dragon form only transmogs like two items so of course they need a transmog form aka visage form
Maybe representatives for the Alliance and Horde before choosing a faction? The Reliquary are mainly Blood Elves, but the Alliance expedition (forgot the faction name) are mainly Dwarves.

Worgen are natural-born humans who were cursed whereas Dracthyr were artifically created from dragon and mortal.

Might be that the Explorer’s League just has some human guards or something. Or perhaps the Kirin Tor are involved.
I have to admit - as somebody who loves the Dracthyr model and can’t wait to play one, I do not understand the visage form. I get that it’s probably meant to be a compromise with the crowd who want to be a literal dragon that shifts into a humanoid form, but it just feels so wholly unnecessary for them. I for one plan to never use visage form on my Dracthyr. MAYBE if they gave us visage form of other races like tauren.
The worse part is, their humanoid form is another Elf Race
