The Silver Covenant are probably the only faction of High Elves (cause if we´re really applied to the lore, we have to understand High Elves as a biological race are a diaspora of individuals separated by political ideologies and/or geographical living tastes (ergo the High Elves living on Stormwind live there cause they want to and probably don´t give a f over Quel´thalas) that would be incinerated on sight in Silvermoon after the stunt they pulled on MoP.
