Personally I prefer the old look.
As for the reason, seems to be a form of depression and PTSD. He probably did it to himself.

I canāt lie, Iām a bit jealous that you got to meet him and the band!
I saw a YouTube video where his wife was really distraught after his passing. I could tell that they were close, and I can just imagine what sheās gone through.
He had so much vitality, and was taken from us too soon.

He has gone a long way from that little boy in the throne room standing next to Katrana Prestor (Onyxia) and Bolvar Fordragon to the current broken person. Hopefully, he will overcome his PTSD.

Itās anyoneās guess.
That being said, it doesnāt look like Anduin is keeping up with basic hygiene in his exile, so having less hair to clean is probably a good thing for him. Hopefully in War Within we can get him some moisturizer, sunscreen, and chapstick.

Letās put you in charge of an entire Alliance, where youāre helpless to do anything as an entire small continent burns, refugees fill a city, people are murdered left and right in a war youāre fighting on multiple fronts after your father is horrifically ripped away from you, then end up trying to murder people against your will, all while watching the horrors youāre committing and canāt even stop it, as the Jailer taunts you and your own powers are useless and faded away.

I never thought I would say it, but I prefer flowing locks Anduin to whatever this calloused look is called.

Anduin probably cut it because short hair is easier to manage and clean.
Iāve heard that when you have head lice youāll do whatever it takes to rid yourself of them.
I guess Anduin was getting tired of letting his hair hang low because no one was giving him gold that his apron would hold. 
If heād have done a man bun people wouldāve been pissed about that. So we have what we have. Itās a big part of growing old when you need to cut your hair, for me it was because of baldness, and nothing looks worse than long hair when balding. I bought a new electric shaver as a christmas gift to myself, my woman likes me scalped so Iām actually probably happier this way than I was when I had (some) hair but was single as a younger man.
I wish I could go back and tell my younger self not to waste money on propecia. True facts.
His ponytail broke during the self-isolation. Most practical move was to give himself a rough cut out in the wild. Although some speculate Anduin came across a mysterious wizened frog lady living on a stump who gave him a cut free of charge.
That reminded me of Prince Zuko and Uncle Iroh in āAvatar: The Last Airbenderā scene where they cut off their symbolic Fire Nation Ponytails.

For me, that just isnāt enough to portray that level of pain. I guess I have a bias from watching Berserk and characters in fiction that experienced incredible amounts of trauma.
Its hard for me to believe it, I just keep saying to myself during the cinematic āgrow up, youāre a king, act like it, people have gone through far worse.ā

Cutting or dying oneās own hair is often a fleeting exertion of agency, particularly when struggling with self-identity, expression, or a lack of control in oneās personal life.
Itās quite common in times of distress for those with poor mental health.
In that regard, it is also quite possible that Anduin might have come to associate his former appearance with the distressing actions he took, and could not stand seeing himself that way anymore.
But that is a minor theory, assuming it was not just a design choice to make him appear older and more rugged.
Perhaps we will find out.
Yeah you gotta be careful because remember. This is rated T for teen. They got rules. Hence why I think they went more the hair route to show yes heās self harming but we canāt show scars or other forms of self harm. Which is fine honestly.
