This is nonsense. I want to buy a Token from Brazil and pay in US Dollars with my international VISA credit card. Why there is no option in the game shop to buy? I really need that to quick sell and finish my heirlooms upgrade so I can play with my friends. You’re not making any sense blocking the countries, just make the transaction in US dollars… This has been going on for a good while already, when you will take action?
Unfortunately, this forum is a player to player forum. No Blizzard staff comes here aside from our SFAs, and they don’t make those decisions.
International laws and such with the different licenses and red tape and all of that muck can really throw a wrench into things, and there often times is just not an easy answer to the whos, hows and whys of things.
If you’d like to properly offer your feedback, you’ll want to post in General Discussion, or through the in-game suggestion and feedback interface. I’m sorry there isn’t a better response for this.

As an outside observer and fellow wow player, I can only speculate on what rules Blizzard has to deal with in regards to sales in other countries and regions. My only guess in this case has to do with pricing and currency conversions. Comparatively, and with Google, the price for a month of wow is currently BRL 39.9 which converts to $7.81. For proper conversion of a 20$ token to 15$ balance, the price would likely be BRL 102, roughly.
Which I believe is a reason why some of those same listed countries above also can not gift other services as well. As noted, if you wish to see change in policy, submitting a suggestion in game might be the best course of action, this is likely something outside of what CS can help with.
International banking has been in transition for several years now.
Companies are required to take preventative action to prevent exchange rate shenanigans and anything that even remotely looks like money laundering, regardless of the amount of funds involved.
Companies that fail to be active against possible currency manipulation can face both criminal penalties and international banking administrative actions that can remove their ability to do any international business.
There is little I can add to this that hasn’t been stated already.
We don’t set the conditions and restrictions around purchase arbitrarily. We want folks to easily purchase that products that we sell but there are often legal restrictions involved with cross regional sales of some products.
