Given the thousands of years of tribal, ethnic, and national warfare it is illogical that the concept of talking in private about issues that impact the group, only started in the 1900s.
People have had underground or “safe spaces” to talk about religious, ethnic, or national issues for as long as humans have been around and needed to communicate in private.
Wanting to be free of criticism, or wanting to talk without risking security, is an age old concept.
We learned it in 6th grade social studies I think. Perfect time as kids were about that age where they were working small jobs and chores for income of their own. Yeah, we learned to avoid pyramid schemes, or some of us did. Others… sling the latest snake oil, I mean essential oil, leggings, muscle supplements, or whatever.

I am sure you wont see any mention of “safe spaces” in Akadian, or even in Greek. Maybe chinese translated but that would not the term they would use, not before, and not now.
Ethnic issues is a modern concept, as “Ethnicity” is. Very recently historically, no one give a damn about ETHNICITY, you were just what the people you were born was. And you do have text talking about “the African”, the “Nubian” and etc, and that has NOTHING to do with the concept of ETHNICITY in modern times.
What? Try to read “White Fragility - Why its so hard to talk about racism to white people”, it is explained very well there.
In OP case its very obvious said player is insulting Africa and then Spanish players. But people here just pretend to not see it.

Honestly from my understanding your forum post. You are right, they shouldn’t be allowed to state things that are against the Code Of Conduct.
Any sort violations that count as: discrimination, racism or other forms of violations in Blizzard Entertainment’s Code Of Conduct. Report these people immediately.
If they are on Discord. That is probably whole other process.

Real answer is the review queue is sorted by priority, and anything of lower priority is never seen.
It sorts by automated systems and number of reports. If the person is being tricky avoiding the word filter, they won’t be shuttled to the top of the queue when reported.
GMs barely have enough time as it is to meet quotas, and it looks like they’re already overworked. Either make a ticket or get more people to mass report them to shuttle them to the top of the review queue.

Doesn’t matter. Blizzard has the logs, they can read them and take appropriate action. This entire thread didn’t need to happen and doesn’t seem to serve much purpose.
I never met a Human I liked.
But back to WoW…
They dont ignore legit racist comments. They cant do anything until enough people report to trigger the automated system into doing something.
And they do let you know when they take action. They dont tell you what the action is but they do let ya know something was done and they thank you for keeping the game safe.
Also I doubt the OPs story is 100% true and factual
