Who does one brag to about winning in that scenario?
Didn’t they try clamping down on it just to get a chorus of wailing and gnashing of teeth over it? Hence why we have the current “Stay in Services channel or you’re nuked but not really” status quo now.
Well when you’re selling carries you have an obvious motivation to defend…the selling of carries.

Blizzard has celebrated people getting carried.
they put the kibosh on the big organized carry discord groups
though those groups are still around, just operating slightly differently so they’re technically playing by the rules.
the other change they made was the person advertising has to be participating in the carry. that rule also is largely not followed.
Gotcha, I remembered some kind of crackdown but I’ve mostly stayed away from that since I really have no desire to get boosted since I’m either playing with others gearing up at the same general pace or just playing casually and don’t need it.

You can try to weasel word a definition down to the point its so specific it has no use. No one will agree with you or use that definition though.
Buying a carry from the people who already beat you to the goal is not “winning” by any definition.

Pay-to-Gear-Faster? Sure.
Pay-to-Win? I dont see it as that specifically. What specifically are you winning? And who views that as winning?
Scorn from the people who beat you, whom you also just gave a lot of gold to.

Back in Star Wars Galaxies I was the main hunter for the biggest weapon / armor smith on my server. We started to get to know each other in real life and it turned out he and his girlfriend were operating a RMT credit (gold) service and making about $3k USD a month selling credits. He would funnel his profits to mule accounts and made the transactions on EBay.
What was interesting about this is he had very good insight on how many people were paying for credits. It was a lot including most of the current Jedi on the server.
Was anyone still playing SWG after Jedi were added? Everyone I knew quit within a month of that.
The big drop offs with the combat upgrade and then the NGE ( New gaming experience )

Went and played for a few months in the year before it shut down. Was still pretty good game if you’re in to sandbox MMO’s

“Scorn” for contributing to their sub fee.
It’s like saying the mechanic that changed your oil has only “scorn” for you.
It’s just a service, one that is encouraged and facilitated by Blizzard who ultimately benefits from it in the long run.
Because money talks, and the only people who hate it are those who think you can accomplish something in this game.
The whole thing is a scam.
