A fair number of the guilds that you will see there are no longer raiding or have left too.
Oce horde is in a bad way.

While I’m aware of the issues of raiding, grass isn’t greener for raiding. Still groups struggle to find groups. ATM isn’t much incentive to raid. M+ offers enough gear. Next expac will change that.
I’m originally horde and regret changing for my friends since most went to classic.
