I fear we often use the word neutral when we should be saying the term indiscriminately violent. Fighting Horde and Alliance alike doesn’t make Pandas neutral, it just means they’re naturally violent and just need to be shown who to hurt.

True. The really neutral pandarians are back in Pandaria not joining either the Horde or the Alliance. It would be fun to have playable truly neutral factions. And such factions exist as joinable factions. But putting on their tabard doesn’t mean you actually joined. A human with an Argent Crusade tabard on will still be attacked when visiting Ogrimmar. With a TRUE joining that would not be the case.
So, IF we could play as truly neutral a lot of quests would not make sense since they are not neutral in nature, but this should also open up other quests. Quests could be considered neutral, of factionally harmless. I am pretty sure that Mankirk doesn’t really care if the people he sends out to smash quillboar should happen to not actually be of a Horde race.
In case of chained quests, once a quest step over the line it stops. There used to be a quest in Booty Bay to hunt nagas for their “akiris reed”. Both factions could do that but only Alliance could do the follow up of delivering them to Theramore.
