I’m bias so I’m going to say Tauren are much superior in strength. 
I think if we had an arm wrestling match in Azeroth, Taurens would be the Devon Larratt of strength.

ogres can get much bigger than tauren.
If they’re the same size it’s up to the individual but Ogres can grow much, much larger so in many cases it isn’t a challenge for the Ogre.
The RPG described Cairne as “The deadliest mortal being on the face of Azeroth”
That doesn’t leave a whole lot of ambiguity there.

Ogre.
Ogres are enormous they would tear the average Tauren limb for limb, a well seasoned fighter could probably muck one up though. The Tauren from the lore could easily kill several, but the average dude in Thunder Bluff is f**'d
