Just logged in and my quest tracker is missing. No list, no list header, just gone. I can’t find anything in options.

Kaliel’s Tracker is conflicting. Disable it, and the quest tracker returns.

As a general rule, a major content patch is a good time to start with a fresh UI load, or at least not load out-of-date addons at the Character Select screen. Most addons will be broken with a major content patch like this, so sometimes, it’s best to muddle through without them until the addon author can update.
