Sure it makes sense. Burning the civilian populace after you have achieved victory just makes the Horde appear pointlessly cruel and barbaric.
It goes back to Horde’s past of slaughter at Stormwind and Dreanor.
At this point the Alliance has enough of an excuse to completely end the Horde as an organization. They will never change. They are dangerous savages that need to be put down.
