Thats less than a five month difference, and considering they had concept art for them and Silvermoon already well under way it would suggest they had been working on Blood Elves for months as a Horde race imo.
The only connection you have for this claim is some guy on reddit claiming he recalls a poll, but not when (it could have been after) and we’ve never seen the poll itself so it seems moot to bring up.

If I recall it was beta feedback; that players could not get their girlfriends to join horde with them. this was openly admitted at the time, no matter what revisionism on the topic once china stopped subsidizing the game. their in-game views were to make the game more appealing to a totalitarian regime.
Originally it was high elves alliance and either ogres or something else for horde. blood elves would have probably always been horde, but why we got blood elves in the first expansion is because of what I mentioned above.
