Because in retail racials might as well be cosmetics. In TBC they have a tangible impact on performance, and the perception is that Horde racials overall are significantly better than Alliance racials in PvP

Not in retail it isn’t. Alliance have fled to Horde not only for PvP but PvE as well.

Jesus christ the e-tribalism is strong with you guys… You do realize it’s just a GAME, right? There is absolutely no need for you to immerse yourself so deeply into this world to the point where you despise everyone who plays on the opposite faction… Big chungus who ganked you non-stop way back when has no affiliation whatsoever with 99.9% of the people here. Merc mode did not destroy the Alliance nor did it ruin PVP… It just gave everyone the opportunity for faster ques. I get being a WoW addict (I am one too) but my god you people take it way too far.
