Abstract: I would like to know what the time and location limits on Character Transfers is. (All questions here pertain to RETAIL.)
Background: I am seriously considering transferring my characters off Turalyon; when I transferred there back in Legion, it was a decent pop (high, I think?) server, but it’s pretty dead now, and some of my friends from there have moved to Area 52.
Questions:
Do I have to use the character transfer(s) immediately after purchase, or can I use it at some point in the future? Is there a time limit?
If I buy more than one character transfer, do I have to use them all at the same time, or can I use them one-by-one?
Can I transfer characters to High or Full population realms? Is there a list of servers to which character transfers are not allowed?
In the Shop, under the “Select Your Character” heading of the “How Does It Work?” section, it states “Choose the character you want to move to a different realm or a different game license (or both).” What does it mean by “different game license”? Is it possible to move characters from an NA realm to an EU realm?
You can save them and use the token at any point in time.

There are no lists of locked realms for Retail. If the transfer allows you to select a realm, then you’re good to go!
A license is what the WoW Accounts are called. Each Battle.net Account can have a number of licenses attached to it. As for your question about moving characters to an EU realm, that is not possible.
No, one of the purposes of the Transfer Tokens is that you can activate them when you want, as opposed to immediately when purchased, similarly to how Character Boost Tokens work.

Nope, same as above. You can buy a bundle of transfer tokens, but you can use them individually whenever you wish.
Yes, you can transfer to any realm that is available for the same version of the game and in the same region. Realms with a very high population may be locked and will not be available as a destination. These locks could be temporary and only prohibited during periods of high concurrency.
For Wrath of the Lich King Classic there are still some lockouts for character transfers and character creation. A list of those can be found here.
Classic Character Transfers can only transfer between realms. Modern World of Warcraft can transfer between Realms, WoW licenses (e.g. WoW#1, WoW#2, etc…) and Battle.net accounts (registered to the same person).
No. The different regions are not connected. You cannot transfer characters or licenses between regions.
