It’s honestly a mixture of proof that they’ve literally never learned from every single bad design decision they’ve hit the game with since cata, combined with the continued bullheaded approach to ignoring the problems with the base game (class design) and praying away their losses with new bandaids (borrowed power) and refusing to move an inch on the majority of it. They just don’t care.
They’re making a show of doing balancing changes. And that’s nice. But it’s a small gesture at this point.
