On my Alliance Druid Oting on Frostmourne-Oceanic I have completed the Loremaster of Kul Tiras achievement and have exalted reputation for Proudmoure Admiralty, however when I visit Cyrus Crestfall he does not offer me the quest What You May Regret.
Because of this I can not start the The Pride of Kul Tiras storyline which I must complete in order to unlock the Kul Tiran allied race.
From what I can see, Andan, you already started that quest line. You completed up to “Sweete’s Strongbox” and you should be able to accept the quest “Tol Dagor: The Fourth Key” from Flynn Fairwind around Freehold.
I believe there is a world quest currently phasing the area he normally stands so you’ll need to wait until that quest times out and returns the area to normal.

If you haven’t completed the Tiragarde Sound questline, try finishing that up so he’ll be in the harbormaster’s office.
