What is the point of a 10s cooldown on Soar?

I’m sure it’s an oversight

It’s been broken for some time, though apparently its only for preservation that it does this.

Soar is Bugged MASSIVELY

Even in the Dragon Isles, when I’m using Soar, I will randomly stop or halt in mid-air. This has been happening now in older zones too, please fix this.
