Holy Paladin is the answer if you are willing to go Kyrian.
Divine Toll is the single most powerful healing CD in the game for making up for mistakes, and that will be happening a lot in pugs.
I call my get out of jail free card, and a well timed usage with Beacon of Virtue can top 4 players to full health EASILY and then give you 2 usages of WoG into Virtue over the next three globals.
Basically, if you need more healing than this, its unhealable.

Other classes have plenty of upside and reasons to play them, but none of them have anything like Divine Toll, simply because its such a low CD.

Resto Shaman. They have the best throughput, and bring Bloodlust.
