What If - Stagger for Healing and Damage

What if a percentage of both damage and healing was not dealt directly upfront, but instead applied as a stagger dot/hot.

I feel like it would help ease the super bursty periods and keep blizz from overeacting with stamina buffs that lead to high dampening games, by allowing damage to remain high and stick.

There would be the issue of paladin bubble, ice block, restealths etc. I imagine you’d have to allow damage to keep ticking even in an immunity (just like if you turtle shell a mid flight chaos bolt you’re still eating that damage). For stealth I imagine the stagger dot wouldnt pull you from stealth or keep someone in combat.
