What does /tenchar mean?

I am a bit confused about what /tenchar means, I feel like I get it but at the same time I am confused, does it mean level ten character? If it does, then why is it used for people that are level 60?

It means I haven’t typed enough unless you be sneaky and do <.br> or other brackets stuff
