Yeah, this has been confirmed. We are getting 2.4.3 for all intents and purposes, other than raid bosses. They are un-nerfing the raids to their initial state.
Essentially we will have everything about TBC from a gameplay perspective except the actual content. You cannot enter the Dark Portal to Outlands or levels past 60.
If they stick to the pre-patch process you can, however, farm netherweave cloth off trash outside Kara before TBC is live. The drop rate is only like 20% but that is better than none and waiting till go-live.
Have they said something about draenai and bes starting at lvl 10? I actually don’t mind the quests for bes 1-10 fills in some of the story.
They will start at level 1, of course. Experience isn’t adjusted between levels 1 and 10, as far as I know.
Why would you think they’d start at level 10?

So, pre-patch will include the new zones then?
That would lead me to ask, what is the difference between prepatch and phase 1 of live patch?
The dark portal will be closed in prepatch. The only new zones that will come are the BE and DN starting areas.
There are also some unknowns about the prepatch. It is possible that you will be able to already level jewelcrafting (There are trainers in the new race areas. Whether those trainers are enabled during prepatch we don’t actually know yet. My guess is you can.)
Also, most elite quests in azeroth become non-elite so leveling becomes infinitely easier.
