I play disc priest and why exactly did they nerf disc healing and not nerf resto druid?

the cat form nerfs were PvE related because resto druids were performing nearly as good as feral in world content. Not sure about raids though.
I’d hope so 1 is a dedicated dps spec and the other is a healer.
A healer that is head and shoulders above every other healer
