Or you’re playing a class/spec that doesn’t get invited to raids. Ele shaman don’t get invited, enhance very rarely due to being forced to use rb.
Hmm it appears the numbers simply do not back you up. Element shaman represented less than 1% of raiders in Classic relaunch. If you are trying to say a spec should be happy because they are good for one cast every 3 minutes it will be difficult to take you seriously.
