Could change Sundering for:

• Maelstrom Weapon: that adds % spell effectiveness per stack due to low spellpower on enhancement shamans and allows them to heal since they have no CC to shield their cast

• crash lightning for activated cleave similar to rets, wars, and ferals(swipe?)

Start here then work up. Nothing in that post I mentioned would send shaman into the stratosphere and would help approach the mean dps while maintaining an identity around windfury stormstriking, and is compatible with 2 hand.
