Technically Theramore before Jaina was brought back into the story was a neutral city but was still mana-bombed because garrosh saw it as a threat even though they weren’t.
It was heavily hinted in game that Vol’jin was going to become a new Loa. So there would be a big boost for Trolls and the Horde.

Theramore was bombed because the Alliance always had +1 additional cities over Horde, since vanilla, and the 2-year cata period (including MoP prepatch) were all about balancing the map.
Nothing says neutral like unleashing forcefully conscripted felons on your neighbors!
