If you’re not doing high end PVP or raiding
And I think they only use like 1 DH max in M+
Whatever I’m playing of course, followed by whatever you’re playing, yes you!
It’s a bit like asking what pizza is best (naturally, its the one with pineapple on it…)
I mean, OP for what? Raids, dungeons, Horrific Visions, pvp? And its also dependent on things like corruptions, gear levels, player ability, etc.
People will say fire Mage for example - but that’s not always true. I’ve seen good fire mages and then I’ve seen…mine. Not so good although I do like the whole “blast things apart with fire” which is why I enjoy Destro warlocks.
I’m sure others can provide more input on the subject.

Well, if you’re in BiS yeah.
It really depends on what you define as “OP”. Despite homogenization, classes/specs still fit niche roles and have things others can’t provide. It also depends on what you are doing.

First demon hunter in pvp rankings 3v3 on eu is on 33 place.
And 12th in pve, because it just stops scaling with corruptions very early compared to others

Fire mages and BM hunters overall. Fire mage is currently THE dps spec. Top of the charts in every content (raids, pvp, mythic plus.) BM hunters are really good in basically all pve situations.
Rogues and DHs in mythic plus.
Arms warrior and destro locks in raids.
Note: THIS IS FOR RAIDING ONLY.
Fire Mage. This is the best spec in the game. If you say otherwise, you’re wrong.
Destro Warlock.
BM Hunter.
Arms Warrior.
Havoc DH.
Shadow Priest.
That list is roughly ordered, but all you need to know is that Fire is the best DPS spec in the entire game by a very, very large margin and Destro is the second-best by a smaller margin.
Contrary to popular belief, Havoc isn’t actually OP in raids outside of pure single-target, where it gets carried to hell and back by Infinite Stars RNG. However, Havoc contributes a huge amount of raid DPS by virtue of buffing your Mages and Warlocks by 5%, which is valuable utility.
If we’re talking Mythic+ the meta changes a bit:
Fire Mage is the best DPS spec in the game if you play around its Combustion. Coordinated groups pushing high keys always play around Combustion. Therefore, Fire Mage is the best DPS spec in the game. Fire is built to do a very large amount of damage, and boy does it do a very large amount of damage.
Outlaw Rogue offers competitive AoE without making too many sacrifices and a huge amount of utility.
Havoc DH offers great survivability, great utility, and a 5% buff to your Fire Mage.
BM Hunter offers huge, consistent damage and great utility but lacks in survivability.
Few if any other DPS specs can compete with the Big Four in high keys, but Frost and Unholy DKs and Arms Warriors certainly don’t trail too far behind.

The answer is still Fire Mage.
Fire mage, BM hunter, demon hunter.
All three take very little skill, with dh having the best of every world. They all also dominate mythic plus standings.
I’ve seen a bm hunter with low gear (440ish) totally tearing up people with gear 20 to 30 ilvls above. They had a 410 weapon too.
I saw 4 fire mages in a bg last week. You interrupt one and get 3 greater pyros in the face. As one popular youtuber says (while he plays one) you dont even need gear to destroy in bgs as fire mage.
