There is a known issue with leaving the garrison to the north.

I should note, there is a issue with Garrisons at the moment that is being looked into, where if you leave the zone by the north side you will be disconnected. Leaving any other way seems to be fine. The Character Stuck option should allow you to get unstuck, but avoid leaving through the north for now.
