You’re posting this on a Priest. With that logic, your dps spec should not be allowed to be good. Every class that isn’t full dps, is IN FACT a hybrid.
Just because Priest has a Power Infusion tax, doesn’t mean we should spread the misery around. Its bad enough Blizzard isn’t budging on Evoker either and it’s basically DoA.

Why do you want a “hybrid tax” again? All it does is make healers and tanks worse overall. And for what? Just so you can feel better about your favorite class?
No. We had a hybrid tax in the past. It didn’t benefit anyone in the least and made the game worse overall, because if you were a hybrid class and enjoyed going DPS, you were a second rate citizen that was only invited if the group just needed an extra butt to fill a slot for raid.
More options, not fewer.

Hot take: Blizz should delete balance spec but make feral better as a consequence.
Better yet, they should delete Balance and then nerf Feral in case druids thought they were sorry.
You can do all those things too. Just make a druid. It takes a few days to get an alt ready.
It doesn’t matter how many roles a Druid can potentially fill since they can only fill one role at a time. And if you want to swap between them, you frequently need extra investment in terms of multiple gear sets.
I would agree with you if your Balance Druid could just stop what they’re doing and start tanking in the middle of the fight, but they can’t. So why punish them?
It doesn’t matter if you can do every role because if you’re the worst choice for every role you never get picked.

For every spell that effects the raid in a positive way and is not dps it should cost dps to do. Aka: summons and health stones should cost you some dps. The less raid utility you have the more dps you should have to wield.
It’s not a hybrid tax it’s Logic
Cleaving Feral into 2 different specs was the largest single class nerf in the history of the game.
