at best i think people will be able to play whatever race they want on either side (i.e. horde night elf or alliance forsaken) and can group up with the opposite faction for PvE content (dungeons/raids/faction neutral quests) but a horde won’t be able to walk up to an alliance town or do alliance specific quests, and will still see alliance players as hostile for world pvp in warmode.

true faction merging where there is only one faction in the game will never happen. just like how there won’t be a playable 3rd faction. it would mess up too much of the open world and questing zones will have to get changed around a lot.
