No, it got made by someone not working for WCL but it used WCL data to ping their servers for the data the addon provided.
It wasnt blizzard that deleted it, it was WCL.
This new addon is done by Archon, the people who own WCL.

Won’t let me edit post, but to justify $25 I feel like you’d have to put together groups like 12x a week. Raider io did all of this for free and it was very useful for pushing mythic plus. I see why I couldn’t edit. It was the URL

A pay addon, for the early acces ask $25 per mounth.
I prefer just lose 30s of my time and look the WCL of the character in my browser.

They can accept donations but they can’t paywall addons.
I’d rather this just be shut down, as it provides nothing to the community but more toxicity. I feel sorry for anyone that pays for this “add-on”. At the end of the day, the data isn’t their intellectual property. It’s provided by the users and community that’s providing the data through log data uploads. They have no right to sell it.
