BTW, this appears to be the problem hop / host. Be interesting to see some traceroutes back from Blizzard to Wave Broadband customers because the problem hops are clearly in Blizzard’s network:
I opened Case #1501689 with Wave Broadband to look into it, but I suspect it’s congestion here and possibly some kind of asymmetric routing or congestion on the return path to Wave Broadband. If anyone at Blizzard needs help diagnosing this I do this for a living. 
And noticed there is a Blizzard Looking Glass (have not had need of it before) so:

--------------------I use Wave Broadband as well, has been rock solid, interesting to me that the high latency issues are only on the Full Servers…the ones for New Players are not an issue.
I can’t even get through to the login servers to select other realms. 
I was having problems with the Diablo II Beta last night too.
WAVE on the Penninsula in Kitsap County is still HORRID right now. 4-6k latency. IF I can even get logged on. Hunting for a decent VPN to use. Suggestions?
ProtonVPN (same folks who do Proton Mail) is free / working for me right now. Good luck!

Also a Wave user and experiencing the same issues starting yesterday. What technical terms did you use to explain the situation? I have a feeling telling them “I can’t connect to Blizzard games” might not work, though I don’t know how to explain the problem (I’m not fancy in internet terms and words lol).
I talked with someone for 40 mins and reset, etc and all the pings good, but WoW no good
Having same issue from Washington with Wave Broadband. What are VPN recommendations.

Also, able to log into PTR classic just fine. Have not tried retail. My problem is the same but on TBC Classic.
Just wanted to throw my name in the hat for whatever it’s worth. Home Latency is outrageous: 9k ms. This is on Wave Broadband. All other software and internet service work flawlessly.
Can’t Blizzard call Wave and explain the situation so we all don’t have to go through Tier 1 CS asking us to reset our routers before we can actually talk to someone who knows this stuff?
Ty for this… This happened before in Legion when the Island opened up. What a hassle but they did get it fixed eventually. Think it took like 3 days or something.
I’m seeing this too, but ONLY when trying to log into east coast servers or inside battlegrounds/arenas. My own server (Anathema) is fine. This makes the game unplayable :(.

I use Windscribe as a workaround which works for me.
This is a WAVE problem as I have experienced it before. You have to be insistent that you get this problem passed along to a higher tier of support. If they tell you a technician needs to come out you tell them, “Yea you need to connect me directly to your supervisor as you cannot assist me”.
Think of connecting to Blizzard like driving down the highway, many cities(nodes) in between your destination that you have to drive through to get to Blizzard. One of those cities(nodes) is completely closed off and you are sitting on the highway unable to move forward or go around the city(node). Using a VPN routes you through different cities(nodes) to get to Blizzard bypassing the troublesome city(broken node) you cannot get past.
You can refer this post to Wave Customer service if they need an explanation and tell them something is wrong with one of the nodes along the way to the Blizzard servers. Explain you are experiencing HIGH LATENCY while playing the game but using a VPN solves the issue which means it is on their end or their peering partners. Make sure to note you are not the ONLY WAVE customer experiencing this issue so sending a Tech out to your house is useless, reference this post once again. BE FIRM and INSISTENT with them as they will try to do useless troubleshooting with you to solve the problem.
Edit to add: Gotta love WAVE forcing a modem reset before we can talk to Tech Support!
Edit again: Contacted Wave. Wave claims its outside their network while Blizzard claims its outside their network. Wave did put in a ticket but we need help BLIZZARD! Please, I encourage everyone to CONTACT WAVE! I know the hold time sucks but the more people we put pressure on the quicker they get off their butts and help us.
I am in WA state, near Bremerton, WA… across the sound from Seattle… and having the same problem since yesterday 8.13.2021 as well.

I have Wave and am unable to play without a VPN also. Both WoW and Overwatch seem to be affected for me though.
