Why is Charge sharing a cooldown with intercept?

It was a patch that happened latter in Cata that nerfed Warriors. Was watching some old Swifty duels vids from Cata for nostalgia and he mentioned this in the Warrior nerfs.
The other issue is Heroic Leap doesn’t work so it was a very big nerf.
I play Prot and we still get everything due to Warbringer talent so they kept their mobility. Obviously it was a bad nerf at that time. Probably shouldn’t be live now and they should actually fix Heroic leap.

At the start of Cata you could use Charge and Intercept, later in the expansion they made them share a cool down so you can only use Charge as Arms but in all stances.
Intercept is used by Fury/Prot Warriors.
